Where Public Capital is Pointing on Climate Adaption
Last Updated on October 27, 2026 by
The European Investment Bank (EIB) Group has committed to provide at least €30 billion for climate adaptation by 2030, double its adaptation financing over the previous five years, with the need to help with increased risk of heatwaves, droughts, wildfires and floods. The EIB’s president, Nadia Calviño, put the logic plainly: every euro invested in prevention and adaptation saves 10 euros in damages and repairs.
The detail that stands out is that the priorities are not confined to one sector. The plan points to energy networks and lower power costs, with €5.5 billion of the newly approved financing aimed at energy autonomy. It also points to climate-resilient agriculture and water-saving technology. And it also sets out to turn climate-risk data into financeable projects. That all maps closely onto our investment zones.
In our Utilities zone, Greenman Energy’s rooftop solar now covers 48.4% of on-site electricity demand across 13 active plants located on Greenman OPEN assets. In Resources, Potager Farm grows crops in urban vertical farms under controlled conditions, very close to the stores it supplies, so the crop is not exposed to what happens in the fields. In Networks, edyfi is replacing estimates with measured energy and emissions data at property level, which is what accurate SFDR reporting depends on. And in Real Estate, grocery-anchored buildings are where those threads meet: continuous energy demand, fresh food and the data to measure both.
None of this is adaptation finance, and we are not claiming it is. But our direction of travel is the same: energy autonomy, climate-resilient food production and data specific enough to measure what is actually happening.
Capital at risk. Long-term Investment.
